Perhaps DJLizard's Dial-a-fix can fix it. Or in 'Control Panel->Appearance and Themes->Display->Desktop->Customize Desktop' they've become unticked, well that can get the My Documents folder back however there isn't an option to hide/unhide the Recycle Bin.
