So are you are downloading the file onto a USB sucessfully? Your USB needs to be big enough; MS says at least 8GB but I'd use a bigger one.

I'm not quite sure about that '"can not be used on target USB"?

Once you have the MCT on a USB then you should then be plugging the USB into a turned off computer and then booting the computer to install Windows 10 on that computers drive.
The computers drive will be the 'target'.

Is there a particular reason why you are using the MCT?
If you are only updating one machine then it's easier to connect the machine to be updated to the internet and use the Update Assistant (top of the same webpage) rather than downloading the MCT.

It is a Sony USB Stick with 32G free space so there is no issue with the storage. The reason why I am using MCT is because it is recommended by Microsoft and it failed 3 times at the end of burning.

It may simply be that the USB is faulty, if it's a new one then take/send it back for a replacement.

But TBH if you are upgrading from Win7 or 8.1 then I'd just use the Update Assistant, it's never failed me.

If you like to have installation media, in case of emergencies, then once you have Win10 installed you can create a recovery USB directly from Win10, but it's not really necessary these days.
As long as you have an internet connection you can repair or even completely reinstall Win 10 at anytime.
With Win 10 you don't even need your licence key, it's stored as a 'digital entitlement' on the Microsoft servers.

If you are doing the MCT to usb you don't need to burn it... it does it all itself automaticaaly.

You only have to burn it to DVD.

Media Creation Tool with Win10 v1903 back when they were having USB issues maybe they still are (mentioned on this very forum somewhere else) is hit an miss when trying to create the USB Flash Drive version.

When I made mine back in May 2019 it failed to create the USB version on a USB 3.0 Flash Drive, so I made the DVD instead - restarting it the stupid thing re-downloads everything too. Then later on I tried to make the USB version again but with a USB 2.0 Flash Drive instead and it finally worked - and the stupid thing re-downloaded everything again.

I might use the wrong words "burning". When all the settings are done, it shows a progress bar indicating the process. Wait about 40 minutes and it says can not make a bootable USB this time. I have formatted the USB to NTFS and it has enough free space (32G)

Yes, it is an USB 3.0 device. Unfortunately, I don't have DVD drive on that computer. I already gave up on that tool and manage to get it fixed by using an alternative choice suggested in this post: https://www.uubyte.com/windows-media-creation-tool-guide.html

Paid for a few bucks though but save a lot of times.

Thinking back on why it failed with a USB 3.0 flash drive -- perhaps it runs some test on them or whatnot to see if they'll actually boot, I know some USB 3.0 flash drives from reading Amazon.com reviews won't boot and I have a few of those myself I suppose from ADATA and Transcend. Dirt cheap, old design, and frustratingly super slow SanDisk Cruzer Glide USB 2.0 flash drives are bootable.
