Ccleaner mis reading drive types

CC, and Speccy, have misread drive types for years. (Used to be the other way round a lot with them saying SDDs were HDDs).

No one seems to be able to work out why exactly the same make/model of drive will report correctly on one machine but wrongly on another.

Best guess is its something to do with different mb's, chips, or drivers or maybe something in the WMI. But no one seems to be able to track down the cause.
