No reason CCleaner needs access to Contacts, Phone Nums, SMS, esp as these can be turned off in custom scan. App now does not run unless these are allowed (at least on my Oreo build). This may be just to allow more thorough cleaning, or it may be unwanted data mining. Only an issue since latest update (Dec v 1.25.104). Either way, user should have a choice. I don't know if it's maliciousness, laziness (by not checking what permissions their dev kits are setting up) or just blatant incompetence (as in they have no clue of what they're doing).
