Unofficially you can download Android software from any APK provider. https://www.androidpit.com/android-for-beginners-what-is-an-apk-file There are APK versions of CCleaner out there Of course some APK providers are not going to be as trusted as official sites like Google Play, and some are going to be cowboys or worse. You may find that you are downloading some 'bundled' software as well as what you want, (in the worst cases you may be downloading a virus). Find one you trust, and use at your own risk.
