Loading Recuva on a USB Drive

Instructions for performing this found in an article in PC Magazine's Holiday 2016 edition, pages 68-69 won't work.  The downloadable is a small executable that loads the s/w only in the host computer's HDD.  There is no option to d/l the whole package as a .ZIP and extract it onto the USB drive - not that I found, anyway.  The article is meant to let the user build an emergency recovery tool around Recuva and CCleaner.  Not possible, apparently.
