CCleaner's registry cleaner would remove the references to any DLL files that aren't installed or registered on your system anymore but it will not remove the physical files.

 

Other than that blindly removing DLLs that your system may actually need can be catastrophic.

Sladek, CCleaner is safe because it knows what areas are used by what programs for their temp files.

 

If CCleaner scanned for "un-needed" .dll files, it could inadvertently remove system .dll files in addition to the unneeded ones. Causing problems, or even a failure to boot.

 

Captain Spectacular is right. I just provided more details to enable you to better visualize why this would be bad.
