can't defragment below 16%..why?

Hey guys and girls..i have this little issue here and i'm hoping you can help me figure what's causing it..

 

I think i saw a similar topic somewhere, but it's not exactly the same, so..here it is:

 

I have windows 7 x64 and i'm running defraggler x64 (free version).

 

I am pretty sure that it's the best freeware defragging software, but..

 

i try to defragment my hard disk (the disk is 1TB with just the windows installation and some small programs, so i don't store large files on this drive).

 

A couple months back, the minimum fragmentation of the disk was about 4% which was caused by the system files that couldn't be moved (i used a different version of defragler then if that helps at all)

Now the minimum fragmentation of the disk can't drop below 16% no matter what i do.

Seeing the graph before and after the defragment, it looks like a part of the disk is always fragmented and the defragging process just changes tha files that will ocupy the fragmented space(the red blocks are not reducing at all, but when you click on them you see different files than before the defragment..)

I thought it was weird, so i checked the disk for errors, with tuneup utilities' tool and with windows check disk (thorough test with both programs) and they didn't find anything wrong with the disk.

I benchmark the disk with defragler and it says Health: Good

The problem remains even after the checkdisk.

I say "Maybe the disk is on the verge of getting burned and for some reason the above programs can't detect it" , so i change disks.

I installed my windows to a different disk i install defragler and i see to my surprise that even then the fragmentation doesn't drop below 16%.

So..what's going on? i even tried boot time defragment but it didn't make any difference.

Can i do something to improve the defragment?

As i said the disk has mostly windows installation files and some programs like java,defragler etc, so the problem is not a matter of filesize.
