If so you'll be lucky to get a test of 1.2 on those sites. I never expect to get the full bandwidth I pay for as I've never seen that happen during any test. It should be normal if you pay for a 1.5 Mbps connection, like a slow DSL connection, etc. The only problem though is your screenshot shows your IP address, which any sight seeing monkey with bad intentions could target you! The Internet is way too dynamic for a accurate speed test.
