My Ryzen 5 with almost perfectly identical problem in terms of CPU temperature reporting. Just replaced motherboard and processor, older Win10 Pro 64 bit, SDD, 16gb ram, etc etc. Speccy shows CPU temps 83C or higher but CPU is showing 33C in CPUID, and motherboard at 37C.
