I have noticed over the years that the Windows 10 Home account on the PC which installs CCleaner (including each updates) will get the benefit of the "skip UAC warning" functionality. Other accounts on the same PC, even though they have the skip functionality selected, will generate two UAC warnings when CCleaner starts.
