Are you able to go into start>run and type services.msc and then press ok?
If you can make sure the fast user switching is enabled to auto and that Secondary Logon is auto.
It is not up to the creator of CCleaner to fix as it is not a bug. The problem is that some virus/malware products flag uninstallers as malware when they are not, it is a false positive on their part, and once they are informed they usually update their definitions.
Just last week Norton was flagging CCleaner and Second Life uninstallers as Adware.CPush.

It may be a good idea to make sure you have no instance of CCleaner on your computer, download the setup to your desktop (by choosing save) and double click it and it should install.

Remember to choose save not open when downloading.
To use CCleaner you have to save it to your desktop and install it before use.
Choosing run when offered the download box on a website will not install CCleaner onto your computer.
When you have the setup on your desktop ready to install, is it called something like ccsetup.141.exe or just CCleaner.exe?
This is a very common occurance where anti virus/malware programs see uninstallers as trojans etc.
It will be a false positive, I am sure.
I have contacted Bit Defender regarding this and will let you know as soon as I hear anything.
CCleaner does not work as a system restore Rob.
What it does do is when you do an "issues" clean it offers you the option to save a back up of the registry entries it is going to delete. This is saved by default in my documents and you right-click and choose merge to reinstall them, but only if you chose to use this backup option when offered it.
