Sometimes, when windows starts, ccleaner window pops up in desktop, but it's empty, as you can see in the attached image 1. The odd thing is that ccleaner is not set to auto start with windows (see attached images 2 and 3). I am using windows 10 fully updated and last free version of ccleaner. Go into Options > Monitoring, just like in your 3rd screenshot and untick/disable everything in there. Then restart Windows to see if that remedies the issue.
