Under XP/explorer - I 'Cut' several video files.....then forgot to paste them...and moved on to other tasks.

About an hour later- I cannot find them with Recuva (have not tried deep scan yet).

How/where do I recover 'Cut' files that were not pasted anywhere?

In my experience if you don't paste the file after cutting it doesn't go anywhere.

IE:
When you "cut" a file it "greys out"
If you don't "paste" it or proceed to "copy" or "cut" something else the file "recolors" and isn't moved or deleted.

So try the deep scan, otherwise I have no idea.

As above. Cutting a file does not do anything to the file unless you paste it.
