How do cookies get added to the add/delete list? I know I can transfer cookies from one list to the other but how do I get them on either list in the first place?

Hi Dave, welcome to the forum 
Just the simple act of visiting a website will put a cookie on your system. You can then have CCleaner save it by moving it into the right hand column, or leave it in the left column and CCleaner will delete it the next time it runs.
Options > Cookies.
