What are the values under *this key and can they be safely removed? There are lot of binary values.

Under 144 kelly has a reg fix to remove. Read instructions at the top.

The registry key lists all recently used wallpaper image files. It can be deleted in its entirety (which is in fact what Kelly's Regfix does), and Windows will recreate it as needed.

It shouldn't be too hard too have CCleaner do that. Give me a couple of mins and I'll cook something up... ;)

OK, add the following to your Winapp2.ini, and this key will be purged each time you run CCleaner:
