Whenever I try to run CCleaner, I get the message at lang-1033.dll is not there.

I downloaded the VB 6 file and installed it, but still get the same thing. I'm running Windows 98 SE.

That .dll file is included with the CCleaner setup, to get it back just install CCleaner over your already installed version which will add the missing file. Your settings will also remain intact when installing over that already installed version.
Complexity of incoherent design.

Ok, I took CCleaner out, defraged the computer, put CCleaner back in and now I get Run TIme Error 0. The VB6 file is installed.

Make sure you've downloaded and re-installed MS Visual Basic RunTime Files as detailed here. Remember to restart Windows after installing it though!
