Log on issues after "Issue Scan"

After I run the "Scan for Issues" and "Fix Selected Issues" my computer does not allow me to log on as a different user. I have six computers running XP Pro SP2 that has been updated. I am logged on as an administrator and run CCleaner. Then when a user tries to log on as a "Member" (limited account) they must restart the computer. Certainly would like to resolve the issue without rebuilding the system. Other than that, CCleaner is a great program that I enjoy using.

hold the windows key and press L.
does that switch users?
also, you can switch users by pressing esc+ctrl+shift.
let us know if either one of those work.
