Right-click a blank area of the desktop, New, Shortcut.
The shortcut target: "C:\Program Files\Internet Explorer\iexplore.exe"
Then, add a space and append the URL to the end, something like:
"C:\Program Files\Internet Explorer\iexplore.exe" http://myserver/myapp

just so you know, im pretty sure you can just enter in "iexplore.exe" as the target and it will open up IE.

only works in IE and every time I created an internet shortcut for it on my desktop it opened in Firefox because thats my default browser. So I needed to know how to create a shortcut to a specific site that went to that site using IE.
