Windows Registry Editor Version 5.00

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\TweakUI]
"DisplayName"="Tweak UI"
"UninstallString"="C:\\WINNT\\rundll32.exe syssetup.dll,SetupInfObjectInstallAction DefaultUninstall 4 C:\\WINNT\\Inf\\Tweakui.Inf"

This entry gets marked by ccleaners issues section as an uninstaller reference issue.
It is a perfectly legitimate albeit unusual uninstaller reference.

Make sure the "C:\Winnt\Inf\Tweakui.inf" file listed in your post exists on the hard drive, other than that I don't know why CC would flag an uninstaller other than if it had a missing file. "Perhaps re-installing Tweak UI will fix the issue."
Complexity of incoherent design.

Wow!! My mistake. This is an MS bug. It turns out that the rundll32.exe was in winnt/system32 not winnt.
Sorry for the incorrect report.
