When I download the program to my desktop or run from download it neither runs nor appears on the desktop. A search does not reveal either the ccsetup127.exe files or cccleaner.exe files. What is going on?

Are you using Windows Defender? If so read this thread.
Note: You don't have to be as drastic as deejay was if it is Windows Defender; meaning you don't have to uninstall it, just temporarily disable it's real-time protection to download and install CCleaner.

Windows Defender and Norton can interfere with downloading/installing. What antivirus are you using?
