I tried twice to wipe free space and it runs but is says 17 minutes remaining, progress bar at about 35% and then just stops and says wipe  successful.

Why is it doing this?

I rebooted after the first try and watched the drive fill up to about 300MB left on my C: drive and then it stopped but still had 17 minutes remaining.

I have it set to 3 passes.

Try temporarily disabling other running applications that may interfere such as antivirus real-time protection, etc.

I always do.
1 pass works but 3 passes only does 1 pass it seems.

If CC appears to fill up the disk and then issues a wipe successful message then it could be the progress bar that's at fault. I would only ever do one pass anyway.
