Forcing Google Chrome to Close

Every time I try to use Cleaner a message comes up asking me to close Google Chrome.

This message comes up even though Google Chrome is already closed.

Then I get a message telling me it is taking a long time to close Google Chrome and asking me if i want to "force" Google Chrome to close.

How do I fix this issue?
