Before the defrag, frag was about 20%. After it is still 9%? Running again still leaves it around 9% though it appears to be doing something during the subsequent run(s)?
Using "DEFRAG DRIVE" action not the QUICK one.
Dell Desktop Dimension desktop system with XP SP3, 1GB ram, 40GB single HD, about 50% full, Degraggler v2.09.391
UPDATE: I did a boot-time defrag and seemed to go to 0%.
Frag after running won't go lower than 9%

Probably some files used by System Restore. Are you able to pinpoint them? Analyze your drive and click on a red square to see what file belongs to.

I have the exact same problem. I've already adjusted the advanced option settings found elsewhere in the forum. Running Windows 7 64 bit with all latest software and driver updates installed. Defraggler V2.10.413 (64-bit). But I think my problem is my "pagefile.sys". It's quite large.

exclude page file or empty your page files it won't defrag, except in boot defrag
ADVICE FOR USING CCleaner'S REGISTRY INTEGRITY SECTION
DON'T JUST CLEAN EVERYTHING THAT'S CHECKED OFF.
Do your Registry Cleaning in small bits (at the very least Check-mark by Check-mark)
ALWAYS BACKUP THE ENTRY, YOU NEVER KNOW WHAT YOU'LL BREAK IF YOU DON'T.
