send report to microsoft?

Is this legit? Every time I open internet explorer or the canoe homepage I get a pop up that wants to send a report to microsoft. I read all the links and it says that is sends all the data from my computer, even my documents. My computer is very old and I am running windows 98. I was getting the blue screen of death and reloaded the whole thing, I hardly got finished and now this problem. I ran the ccleaner, updated the AntiVir and ran it. I am running spyware blaster, have outpost firewall. I downloaded Adaware last night and when I tried to run it the first time I got the blue screen again. I ran it this morning and deleted everything it found. Scanned with HJT and didn't find anything suspicious there. Is this microsoft thing legit or spyware? I can get on sites that don't have search engines only. Any advice would be appreciated.

Not 100% sure but it sounds like spyware follow this guide and post a log here.
