windows me problem

ok a lot of programs require this dll. mfc42.dll. so i downloaded it and tried putting it in the system folder. but there is already a folder named it. it is empty. it will not let me delete it as it says that access is denied the file may be in use. i tried getting rid of it in safe mode, adding it to CCleaner and "tried" use the command to no avail. what do i need to do?

Install the Visual C Runtimes. Dial-a-fix Full has them.

well i just installed them and it did nothing. what should i try now??

ok correction it wont let me install them. i click install it and it tries something for like 2 secs then stops

Try this.....copy the dll you downloaded. Open system folder. right click anywhere and paste. It should ask you if you want to replace the old file with the new.

lol i tried that first, it says access is denied the computer thinks it is using it

i tried that program and it did sweet fa as far as i can tell. i told it to delete the folder. it can up with a command window saying deleted and then nothing. either it deleted it and it was recreated straight away or it just didnt
