On every Win7 computer I've installed CCleaner on, Win7 prompts to allow ccleaner to make changes on startup. I have ccleaner set to run on startup and have not changed the UAC settings in Win7.
How do I tell Win7 to avoid prompting ccleaner on startup and not change the UAC setting to 'OFF'?

Other users might have easier suggestions than mine. But here goes... Use task scheduler to create a task that will run CC at 'computer startup'. The task scheduler has an option to run the task with highest privileges. Thus avoiding UAC.
Here is a thread with some good info on setting up the task.

You'll just want to change the trigger to Startup. Otherwise all the steps are the same in that thread I mentioned.

That seems like a good solution for now. Thanks.
