Here is my scenario:
Windows XP Pro (on domain) SP3.
IE7

Configured CCleaner to auto run on logon, it does so. Go into IE and all saved form data is lost.
I unchecked index.dat, cookies, Autocomplete Form History.
If I run the cleaner manually, my saved form data is preserved.
I confirmed that ccleaner is writing these settings to the INI file.
If I log off, log on, ccleaner is auto executed, form data is preserved.
If I reboot, log on, ccleaner is auto executed, form data is lost.

Any suggestions?

Exactly which "saved data" are you loosing?
Favorites, Cookies, Usernames and or Passwords?

Please try disabling CCleaners option to clean on reboot, then reboot to test again.
If the data still lost its likely some other security setting or cleaning software on your pc.

otherwise return with more details :)
