when I try to upgrade to newer version of cc I get the message "not a valid win 32 application" I am running vista.

Sounds like your download is corrupt, or incomplete.

Try this:
1. Empty your browser cache/temporary internet files.
2. Try the download again from the CCleaner homepage: http://www.ccleaner.com/
