When I run the cleaner it never completes its cleaning. The Advanced wipe free space gets to 100% and the circle just keeps spinning but the green bars at the top only go to 97% and I have uninstalled and reinstalled it but it just does the same thing Can anyone help?

Don't use Wipe Free Space. Unless you are a FBI agent.

How long did you let it run before stopping it?
I've only used Wipe Free Space one time but it seems to take an inordinate amount of time to finish up the last bit. After it appeared to stall, I let it run overnight and it eventually finished.

wiping free space takes time. Hence why it's not checked by default.
I once run erasers 'unused disk space' on 35 over passes. Took 4 days to complete.
If i had important data on my pc id leave dban running for a week.
