my version is 1.13.155

deflaggler cant move this file, but leave place for that
after defragment on update antivirus base.cav are 1000+ fragments
my fix, add file to exclusion, then defragment good done

2) and 3) are not possible using Defraggler because you need to do a boot-time defrag, and I think 1) needs that, too.
Try PerfectDisk's trial version. It can do boot-time defrags

That file ($UsnJrnl:$J) can actually be deleted. And brought back. Only I can't remember how to bring it back. However, it is one of the following methods: 1. scannow sfc 2. chkdsk /f or 3. a simple reboot.
scannow and chkdsk should be run several times a year anyway so why not just do it?
