That's a msstyle for Vista I found on DeviantArt. The closest clone I've found so far.

I found a new image hosting site that's free and very fast: http://www.imgur.com/

I'm using this image hosting site for now; it's very simple, and it's maximum size for an image that you can upload is 10 mb (way higher than all of the other image sites I've been to).
