CCleaner.EXE Blocked

My CCleaner Says Each Time I Go To Use It That I Do Not Have The Appropriot Permissions To Access File And I Have Turned Off UAC (User Account Control) On Vista, My Antivirus And Firewall and Re-Installed It 7 Times Can Anyone Help???

Have you tried the portable build? It dosent require installation and you can unzip CCleaner.exe to the folder\location of your choosing.

With UAC turned off, it would seem like a permission issue with your user account. Are you using a standard or admin account? Have you tried installing CC into a user created folder? Example C:\Programs\CC
The only time I ran into that error was when I installed an app under a different user account name. But I dont think thats your issue.
