Hi cspek, and welcome to the forum.
Firefox 3 does backup it's bookmarks, and they are kept in the location you mention.
To restore a backup (and they are dated), in Firefox go to "Bookmarks\Manage Bookmarks\Import and Backup\Restore", and restore the backup of the relevant date.
The Bookmarks in Firefox 3 are kept in the same file as the Firefox Browsing History, ie "places.sqlite" in the Application Data folder.
CCleaner doesn't delete this file on my pc, and I'm using Firefox 3.08, so I'm not sure why it should delete yours, unless you possibly have this file manually configured to be deleted to remove Browsing History.
Hope that helps.
