Can you use CCleaner on a drive other than your C drive? (I want to clean my H drive). If so, how?

This is not an option. Search the forum for the reasons why, it has been discussed many times before.

Hi lostintv, and welcome to Piriform.
Augeas is absolutely right of course about scanning a non system drive.
The only way you could get to anything on another drive is to use CCleaners "Include" feature... CCleaner\Options\Include\Add Folder or Add File. And check the "Custom Files And Folders" box in CCleaner\Windows\Advanced.
Setting that up could be a painstaking operation, but that's the only option you have.
