HERE'S A BIG QUESTION:

Are we allowed to make CCLEANER a portable/U3 app?

I guess, but there is already a portable version.

what about a U3 version? Is it against the license agreement b/c i really don't want to uninstall ccleaner and reinstall it to read the license agreement. (I can't find the license agreement anywhere on the piriform website!)

You can make a U3 version of it, if you like. Several members have/do already.
