Thumb.db ?

WinXP puts a Thumb.db file in folders to cache the tumbnails of images in that folder.

Can they be safely deleted? and Does CCleaner delete them? If not would it be able to in the future? (if it is safe for them to be deleted)

They can be safely deleted. You can also disable their creation via an open Explorer window by clicking:
Tools->Folder Options->View->Do not cache thumbnails

Edit: All thumbs.db files can be removed using EasyCleaner so long as you input thumbs.db into the Unnecessary files Find area.

Windows ME does the same.

Disable thumbnail creation if you hate them.
Tools > Folder Options > View > Do not cache thumbnails
