Removed location of system files that could potentially cause severe issues if deleted.

Some of the stuff you've listed Microsoft has put there for a particular reason such as in resurrecting original system files which is vital for anyone who has lost their Windows installation disc. Hence the reason I edited your post removing the file locations which is to protect our forum users that may venture upon thinking it's safe to remove the contents of those folders you listed.

I also doubt the CCleaner developer would ever add system files to be deleted by CCleaner since it has a great reputation of being a safe to use program.
