Why does CCleaner 2.13.720 allow multiple, simultaneous instances of itself to start?

Windows Task Manager shows multiple "Piriform CCleaner" on the Applications tab and multiple "CCleaner.exe" on the Processes tab. Is this desired?

To reproduce:

Right-click the Recycle Bin and select "Open CCleaner..." , repeat this several times, result is multiple CCleaner processes each with a different PID. Does not cause any problem that I can see other than general confusion.
