does any one use this program?

I previously used it when Jouni provided it as freeware however he decided to go commercial. I used the freeware version up until it timed-out. It's a powerful tool "maybe too powerful" and definately isn't even nearly as safe as CCleaner. It has many options that can mess up a system without even trying.
JV is Jouni's initials for Jouni Vuorio, hence the program name JV 16 PowerTools. Not bad for a very young and very smart programmer.

well i ran the reg cleaner and it found 209 errors is it safe to remove all of these?
and 168 of these were high severity errors
and 168 of these were high severity errors

I wouldnt remove them. Is their a way for you to post a log of the errors it found?

nevermind then but just to be on the safe side I would ignore them. Have you been having any errors? If not I would definately ignore them.

the other day the comp auto restarted twice for some reason

That's definitely not registry problems. That's either bad hardware, or a bad driver/service. Right-click My Computer, go to Properties, Advanced Tab, Startup and Recovery>Settings, and under 'System Failure', UNCHECK 'Automatically restart' (if not unchecked already). Next time your computer goes to auto-restart... you'll get a blue screen of death instead (which is infinitely more useful). If you ever get a blue screen, write down the STOP error code and all of the parameters (all of the numbers in parenthesis) and any text that is capitalized (stuff that looks like: "IRQL_NOT_LESS_THAN_OR_EQUAL", etc) and I'll assist you.
