I got a new laptop today and I deleted a bunch of unnecessary startup programs. I then realized that you could disable startup programs instead of deleting them. I was wondering if there was a way to restore the programs that I deleted. Thank

If you used CCleaner Tools > Startup like I think you did then those entries are gone as far as I know.
You have not deleted any programs just the entries to start them at start-up.
You may be able to just do a system restore and get your Registry back to where it was.
Let us know.

A system restore would be the quickest way and surest way to restore them.

You could always try re-installing over the top of your programs, which might restore the entries and them you can disable them at startup
