The UI (user interface) language is choosen at CCleaner install.
However, open CCleaner, select the icon at the bottom in the left side panel
(Options, in english), select the first entry at top (Settings, in english) and
select English from the first dropdown menu you can see.

Browse to the CCleaner install folder (default C:\Program Files\CCleaner\) and delete
any language dll file. File name lang-xxxx.dll, where xxxx are different identifiers for foreign
languages. In this way CCleaner wil be forced to use english, that is its only built-in language.
