With Qwest/Colorado, uploads in all connection plans are set at 896 Kbps. This includes the mighty 20 Mbps highway.

Hi,

My download speed is 1637 kbps and the upload speed is 329 kbps. I checked these results from http://www.ip-details.com/internet-speed-test/ . Is this a normal speed or i have to increase?

It should be normal if you pay for a 1.5 Mbps connection, like a slow DSL connection, etc.

The only problem though is your screenshot shows your IP address, which any sight seeing monkey with bad intentions could target you!
