I reinstalled it and whenever I click on Accept in the License Agreement, nothing happens. I did another reinstall and still nothing. A reboot and no good.

Even Decline doesn't work

Uninstall it, use CCleaner issues and delete the folder in program files, and then reinstall it. Maybe that will work.

the title bar thing could just be the theme your using or maybe adobe has screwed up explorer with its failed install. I would just reboot and see if it comes back to normal.

I'm not sure what the problem with adobe is. My suggestion would be to go here and get help:

To be honest I haven't used adobe reader in quite some time because foxit does everything I need to do.
