1. What program should I use?
2. How do you upload it to your website?
Also I am using cpanel if that makes it any easier.

.tar should be able to be unzipped with WinRAR.
So unzip the file and upload the folders.

WS FTP sucks.
FlashFXP is good, but its not free, it cost money, and if you use the demo, it will nag the hell out of you.
FileZilla is a free, open-source (GNU GPL) FTP client, it is easy to use, it is great, its competly spy/adware free.

7-Zip is a great, free, open-source (GNU LGPL) archiver, it is easy to use, it handles most formats such as 7z, ZIP, CAB, RAR, ARJ, GZIP, BZIP2, Z, TAR, CPIO, RPM and DEB.
It offers fast compression/decompression, it also has its own .7z format which offers superior compression ratio.

CCleaner is for people who want to avoid spyware and crap.
CuteFTP contains the TimeSink spyware, hence it sucks.
