Anyone have any idea what this file is or does. It's located in the windows folder, and I believe it generates on start up. A lot of people seem to pick it up on CC, but I'm just kinda curious what this does given that it's 0 bytes.

A registry search (sometimes log file paths are stored in it), and a Google search turned up nothing. I noticed that sometimes CCleaner deletes it on my system too but since it isn't a locked file it never caught my full attention.

It's probably just some crap created by Windows because it shows up in countless HijackThis logs, and is always 0 bytes.
Complexity of incoherent design.
