I know there is a way to use 3rd party themes for Windows XP, but is there a way where you can change the loading screen's look (you know, the one that appears before you are presented the user login screen)?

When you say boot skin, do you mean the little Windows XP Symbol on the boot screen? That's exactly what I mean.

I'm sure we're talking about the same thing:
If so, have a look at that link. Although I've never used it, I hear that "Stardock Bootskin" is an OK free programme.

You may also want to try LoginStudio by the same company to customize the "login screen":
