The suggestion of Dial-a-Fix that was made to you, is not because of a failing within CCleaner, but rather because of a problem that there may be with your permissions settings, as the error you describe has been found to be caused on most occasions by a users permissions issue.
As I asked before, I take it you are using xp?
Of course all parts of CCleaner are free
