New paint.net is out and its pretty cool.
They shrunk the installer to under 2mb!

The other thing I noticed that was useful to me anyway was that the line tool now draws arrows so its easy to point to things in a screenshot. :D
There are other changes too.(changlog found on filehippo with download link)

It's smaller in download size because all the help files are stored online now.
Complexity of incoherent design.
