Defrag map: Top = Start of partition = slow?

When I look at the colored defragmentation map for a certain partition:

Is the following then always correct:

 

Top of map = beginning of partition = slowest part of the hard disk access

 

?

The tracks on a HDD are grouped into a number of contiguous 'zones' If your partition covers more than one zone then the data transfer from the outer zone will be faster than from the inner. In that case the beginning of the partition will have faster data transfer. With a bit of luck you might gain a few microseconds. You'll never notice, though.
